A front lawn on a greenbelt street in First Neighborhood or a cul-de-sac in Three Springs gets judged by the board first and the neighbors after. So the artificial turf is picked at the house from physical samples, and the product and color on the approval letter is the one that goes in. Under it go gopher mesh, weed barrier, and a compacted class 2 base, because Conejo Valley clay swells through the winter rains and shrinks by late summer, and turf laid on bare soil follows that movement.

On rebates, both water providers here say the same thing as of this writing. Las Virgenes MWD routes its turf rebate through the regional SoCal WaterSmart program, whose rules do not allow synthetic turf, and Cal Water's lawn-to-garden rebate on the Thousand Oaks side excludes artificial turf as well. Check with your district before the lawn comes out, and ask whether a planted bed on drip beside the turf still qualifies. Backyard putting greens on the larger North Ranch and Westlake Trails lots get the same base and the same sample-first approach.

Paver driveways built for the approach the board approved

The driveway is the most reviewed surface in this town. Committees on the custom lots in North Ranch and behind the guard gate on Westlake Island ask for the paver color, pattern, and border course by name, and they look at how the new driveway meets the street. We draw that in the 2D CAD layout at the consultation and build the paver driveway to the drawing: excavation to firm ground, a compacted base sized for vehicle loads, edge restraint, and polymeric sand in the joints.

Pavers also suit this ground. On clay that heaves, a paver field flexes joint by joint, and a low spot can be lifted and reset years later without cutting anything out. That matters on the hillside streets of Westlake Trails, where the pad was cut on one side and filled on the other and the fill keeps settling. The same crew builds paver patios, walkways, and steps out back, where lake-view lots want the patio wide and the steps down the slope solid.

Concrete

Concrete in Westlake Village, poured with the county line in mind

Front walks, porch slabs, side-yard pads, and patio slabs are where concrete earns its place here, and on Conejo clay every one of them gets a compacted sub-base, steel, and control joints laid out before the truck is ordered. The other thing we settle before the pour is who inspects it, because that changes with the address.

Inside the city: county rules

The City of Westlake Village contracts its building department to Los Angeles County Building and Safety. On its exemption list, walks and driveways within 30 inches of grade and retaining walls of four feet or less with no load behind them skip the building permit. Anything taller, or carrying a driveway, gets plan check.

West of the line: Thousand Oaks rules

A Westlake address in North Ranch or along the west shore is inside Thousand Oaks, so its Building Division sets the thresholds and its oak tree rules apply to any digging near a canopy. We confirm which office your lot answers to before we price a wall or a slab.

Water leaves toward the street

Almost all of the year's rain arrives in a few winter months, and clay sheds it instead of drinking it. Slabs and patios are pitched away from the house, and on lots that fall toward the lake the drainage plan is drawn before the forms go in, so runoff has a path that is not your neighbor's yard or the shoreline.
