Grading and the drainage line

On a big lot the water has a long way to travel, and the hill sends it toward the house. Before anything hard goes in we set the finished grades for every zone and trench the drain line from the slope, past the house, to the street or a dispersal point on the low side. Every later surface is built to fall toward this line, which is why it cannot come second.

Camrosa Water District bills the valley, and every irrigated acre of lawn shows up on that bill. Artificial turf installation in Santa Rosa Valley makes the most sense on the ground you use every day: the strip between the house and the pool, the play yard, the dog run by the barn. Under it goes gopher mesh, which matters on ground next to groves and pasture, then weed barrier and a compacted base pitched to the drain line.

Camrosa points customers to the regional SoCal Water$mart program, which needs approval before a single square foot of lawn comes out and states that no synthetic turf is allowed in a rebated area. Turf and a rebate can share a property, just not the same square footage. The far field that used to be lawn can go to decomposed granite or decorative rock with plants on drip, which is the kind of ground the program does pay for. Check the current rules with the district before we remove anything.

The driveway on a Santa Rosa Valley property is often the longest single surface on the lot, and it sees a horse trailer or a feed delivery more often than a sedan. A paver driveway here gets a thicker compacted base than a tract driveway would, a concrete edge restraint on both sides, and a crown or cross-fall that sends rain to the drain line instead of down the middle. Pavers also fix well: if a section ever settles after a wet winter, it is lifted and reset rather than sawed out.

Around the pool, paver installation is about heat and footing. The valley sits inland of the marine layer, so a west-facing deck gets afternoon sun for hours; lighter, textured pavers stay walkable when a dark smooth surface would not. The deck is pitched away from the water on every side, the joints get polymeric sand so splash does not wash them out, and the coping is set after the pool shell is finished.

Concrete, walls, and drainage

The lots along the valley's edges climb into the hills, and the gated hilltop streets in Santa Rosa Highlands were cut from that slope. A level pad for a barn, a motor court, or a sport court usually means a retaining wall first and the concrete second. The slab gets a compacted sub-base, rebar, and control joints, and it is poured only after the wall's backfill and drain are in and the pad has been compacted in lifts.

Santa Rosa Valley is unincorporated, so there is no city hall to call; Ventura County Building and Safety handles the permits and its grading rules apply. Moving dirt on a lot this size can cross the county's grading thresholds faster than a homeowner expects, so drainage and grading is scoped as its own line in the estimate with the cut and fill volumes written down. Where a wall carries a driveway, a slope, or a structure, the county wants a permit and engineering, and we say so before you sign.

Grading volumeThe county grading ordinance exempts small work, such as cuts under two feet deep and fills under three feet deep that each stay under 50 cubic yards. A pad for a barn or a motor court can pass that on one lot, so we count the yards before we dig and confirm the current thresholds with the county on any job near the line.

Walls that carry a loadA low planter wall holding a bed is routine. A wall with a slope, a driveway, or a building above it is a Building and Safety permit with an engineer's design, and its backfill and drain are inspected.

Flatwork at gradeTurf, a patio slab, and a walk at grade are not the permit question here; the grading and the walls are. The estimate tells you which items on your plan need a county sign-off and which do not.

Can you do the whole property in phases, or does it all have to happen at once?

Phases are common on an acre and we plan for them. The one rule is that the grading and the drain line are designed for the finished property on day one, even if the pool deck comes next year. That way phase two never means tearing up phase one to get the water where it needs to go.
