Those go in first, then the pavers. Most of those walls hold nothing but a bed; for one that carries a slope or a driveway, we tell you at the estimate whether the city will want a permit and an engineer.
In the sun-heavy tracts we steer patios toward lighter paver colors, since a dark charcoal field in a west-facing Moorpark yard is hard to walk on barefoot in July. Every field gets a concrete or spiked edge restraint and polymeric sand in the joints, so the summer shrink does not open gaps for weeds. Concrete on Moorpark clay is a base-and-joints job. A concrete driveway or patio here gets a compacted sub-base, rebar, and control joints cut on a tighter spacing than we would use on the coast, because the slab has to absorb both the winter heave and the summer shrink without choosing its own crack line. Summer pours matter too. An August afternoon pulls the surface water off a slab fast, so we pour early, keep it damp, and let it cure rather than craze. A concrete patio on a west-facing lot gets a lighter broom finish for the same reason a paver patio gets lighter colors: dark concrete in full inland sun is hot. Where a yard drains toward the house or a neighbor, drainage and grading is priced as its own line so you can see what the water plan costs apart from the slab.

Work done without that approval can be ordered undone at the owner's cost, and we would rather you never get that letter.
The estimate visit produces what a committee asks for: a 2D CAD layout, the turf or paver product and color, the wall block if there is one, and a note on where the water goes. You submit it, the board meets, and we set the start date once approval comes back.

Less than the weather does. Moorpark is about a half hour out the 118, close enough that the crew runs it daily. The bigger factor is clay: base work waits for dry ground, so if a storm is in the forecast we hold the start rather than compact wet soil and build on it. Once the ground is right, demolition, base, and finish run on consecutive days.
