Artificial turf, pavers, and concrete in Westlake Village
VC Turf installs artificial turf, pavers, and concrete in Westlake Village, from First Neighborhood inside the city to the North Ranch side of the lake that sits in Thousand Oaks. We are based in Ventura, about 30 miles up the 101, and every estimate happens at the house. Yards here almost always pass through an architectural committee first, so the packet for the board is part of the job.
Turf that matches the sample the committee signed
A front lawn on a greenbelt street in First Neighborhood or a cul-de-sac in Three Springs gets judged by the board first and the neighbors after. So the artificial turf is picked at the house from physical samples, and the product and color on the approval letter is the one that goes in. Under it go gopher mesh, weed barrier, and a compacted class 2 base, because Conejo Valley clay swells through the winter rains and shrinks by late summer, and turf laid on bare soil follows that movement.
On rebates, both water providers here say the same thing as of this writing. Las Virgenes MWD routes its turf rebate through the regional SoCal WaterSmart program, whose rules do not allow synthetic turf, and Cal Water's lawn-to-garden rebate on the Thousand Oaks side excludes artificial turf as well. Check with your district before the lawn comes out, and ask whether a planted bed on drip beside the turf still qualifies. Backyard putting greens on the larger North Ranch and Westlake Trails lots get the same base and the same sample-first approach.
Pavers
Paver driveways built for the approach the board approved
The driveway is the most reviewed surface in this town. Committees on the custom lots in North Ranch and behind the guard gate on Westlake Island ask for the paver color, pattern, and border course by name, and they look at how the new driveway meets the street. We draw that in the 2D CAD layout at the consultation and build the paver driveway to the drawing: excavation to firm ground, a compacted base sized for vehicle loads, edge restraint, and polymeric sand in the joints.
Pavers also suit this ground. On clay that heaves, a paver field flexes joint by joint, and a low spot can be lifted and reset years later without cutting anything out. That matters on the hillside streets of Westlake Trails, where the pad was cut on one side and filled on the other and the fill keeps settling. The same crew builds paver patios, walkways, and steps out back, where lake-view lots want the patio wide and the steps down the slope solid.
Concrete in Westlake Village, poured with the county line in mind
Front walks, porch slabs, side-yard pads, and patio slabs are where concrete earns its place here, and on Conejo clay every one of them gets a compacted sub-base, steel, and control joints laid out before the truck is ordered. The other thing we settle before the pour is who inspects it, because that changes with the address.
Inside the city: county rules
The City of Westlake Village contracts its building department to Los Angeles County Building and Safety. On its exemption list, walks and driveways within 30 inches of grade and retaining walls of four feet or less with no load behind them skip the building permit. Anything taller, or carrying a driveway, gets plan check.
West of the line: Thousand Oaks rules
A Westlake address in North Ranch or along the west shore is inside Thousand Oaks, so its Building Division sets the thresholds and its oak tree rules apply to any digging near a canopy. We confirm which office your lot answers to before we price a wall or a slab.
Water leaves toward the street
Almost all of the year's rain arrives in a few winter months, and clay sheds it instead of drinking it. Slabs and patios are pitched away from the house, and on lots that fall toward the lake the drainage plan is drawn before the forms go in, so runoff has a path that is not your neighbor's yard or the shoreline.
What Westlake Village boards ask to see, item by item
From First Neighborhood to Westlake Island, the associations here review hardscape and major landscaping in writing. Pick the item you are planning to see what the committee usually wants and what VC Turf puts in the packet.
The approach, the color, and the edge
Driveways touch the street, so committees here treat them as a streetscape change and read the drawing closely.
A site plan with the driveway width and where it meets the curb and garage, the paver manufacturer, color, and laying pattern, the border or soldier course, and whether any width is being added toward the property line.
The 2D CAD layout with dimensions and setbacks, the paver product sheet with the color named, a pattern sketch, a base and edge-restraint note, and a line on where surface water goes.
Footprint, height, and anything that holds a slope
A backyard patio gets less scrutiny than the front, unless it raises the grade, adds a wall, or sits on a lot that slopes to the lake or a greenbelt.
The patio outline with distances to the fence lines, finished height relative to the house and the neighbor, the paver color, any planter or retaining wall with its height, and where drainage discharges.
The layout with wall heights marked, the paver and wall block sheets, a drainage note, and a flag if a wall crosses the height where the county or Thousand Oaks wants a permit alongside the HOA letter.
Keep it low, keep it green, show the edge
Greens sit in back, but on hillside lots in Westlake Trails and North Ranch they are in plain view from above, so boards want to know they will not read as a bright patch.
The green's shape and size on the plan, the putting turf and fringe products with colors, how the edge is finished against planting or pavers, and whether any lighting or grading comes with it.
The layout with cup positions, samples of the putting surface and the fringe turf, a section showing the compacted base and how the edge meets the surrounding turf or pavers, and a note on whether any grade change is involved.
The product, the color, and what borders it
State law stops an association from banning artificial turf, and boards here know it, so the review is about which turf and how it is framed, not whether.
A physical sample, the manufacturer's sheet with pile height and color, the area on the plan, the setback from the sidewalk and the neighbor's lawn, the planting or edging that borders it, and how sprinkler heads are being handled.
The cut sample and product sheet, the layout with the turf area shaded and setbacks marked, the border and planting plan with drip, and a note that the existing sprinklers are capped and the beds stay on drip.
Off the Lindero Canyon and Westlake Boulevard exits
Coming down the 101, we leave at Lindero Canyon Road for the city side and the streets north of Agoura Road, or at Westlake Boulevard for the lake, The Promenade at Westlake on Thousand Oaks Boulevard, and the west shore. From there it is First Neighborhood's greenbelt streets, the looped blocks of Three Springs, the gate at Westlake Island, the canyon lots of North Ranch, and the hillside roads of Westlake Trails off Triunfo Canyon. Thousand Oaks proper and Newbury Park each have their own page, and every town we cover is listed on the service areas page.
One licensed contractor for the yard, the packet, and the permit question
VC Turf is a California licensed contractor, CSLB #1036018, and the same crew handles turf, pavers, and concrete, so the committee sees one drawing instead of three contractors' guesses. Estimates are free and happen at the house. Turf products come from established manufacturers and are backed by manufacturer warranties. And because the county line puts two building departments and two water districts inside one zip code, we sort out which applies to your lot before we quote.
There is no minimum here. Half a front lawn, a single side-yard walk, or one planter wall along a greenbelt fence gets measured, drawn, and priced the same way a full remodel does.
I highly recommend VC turf. Carlos was very transparent and upfront about working on my backyard. He was patient and not pushy whatsoever. Before committing to VC turf i continued to compare prices with many other companies and they were all trying to upsell me for less work. I am very happy I chose VC turf they were professional, knowledgeable and flexible. They did an amazing job on my backyard in just one day!
Carlos and his team were excellent! VC Turf completed a front yard remodel and we are so pleased from our first interaction with Carlos to completion. The team was very professional and amazingly efficient! Our whole project which included removal, addition of pavers, turf and rock bed with plants was completed in 2 days!
We have gotten so many compliments from our neighbors.
We also had a few minor post job questions which Carlos and his team quickly addressed. We highly recommend VC Turf!
What homeowners here want settled before they call
The line runs diagonally from near Lindero Canyon Road across the lake to South Westlake Boulevard, and it can split one street from the next. Your water bill tells you: Las Virgenes MWD means the city and Los Angeles County, Cal Water means Thousand Oaks and Ventura County. The two sides have different building departments and rebate programs, and we price the job to the right one.
We build the packet, you submit it, because the association takes applications from the owner. You get the drawing, product sheets, samples, and drainage note in the form your committee's guidelines ask for. Send us those guidelines at the estimate; if the committee comes back with a condition, we revise the drawing rather than argue with it.
Not currently, on either side. The Las Virgenes turf rebate runs through SoCal WaterSmart, which does not allow synthetic turf and disqualifies anyone who removes grass before pre-approval, and Cal Water's lawn-to-garden program says artificial turf does not qualify. Programs change, so confirm with your district. Ask your district whether a separate planted area with drip still qualifies.
The wall and the drain, then the surface. A planter or retaining wall holds the terrace, gravel and a perforated line behind it catch the water the clay will not absorb, and the pad is pitched so runoff heads to a drain and the street rather than over the edge. Then the pavers and turf go in. If the wall is tall enough to need a permit on your side of the line, we say so at the estimate.
No. We are in the Conejo Valley often enough that a side-yard pad or a turf strip in Westlake Village gets folded into a day the crew is already down the 101, and material for a small job rides out with the truck.
Tell us the street and what the committee wants, and we will bring the samples
Call the office or book the estimate online. We measure at the house, draw the layout, and leave you with a packet your board can act on.
